Aida Morales and the Roosevelt Island Operating Corporation: Enhancing the Quality of Life on Roosevelt Island

Aida Morales is the Acting President and Chief Executive Officer of the Roosevelt Island Operating Corporation (RIOC), a state public benefit corporation that manages and develops Roosevelt Island, a residential community located in the East River between Manhattan and Queens. Morales oversees the implementation of policies, programs, and services that promote the island’s residents’ economic, social, and environmental well-being.

Aida Morales has over 20 years of experience in public administration and has served in various leadership roles in the New York State government. Before joining RIOC, Morales was the Deputy Commissioner for Administration at the New York State Division of Homeland Security and Emergency Services. She managed budget, finance, human resources, and information technology operations.

Under Morales’ leadership, Roosevelt Island Operating Corporation has completed several significant projects to enhance the quality of life on Roosevelt Island. One of these projects is renovating the Blackwell House, an 18th-century landmark building that serves as the RIOC headquarters. The renovation, completed in 2020, preserved the building’s historic features while updating its interior to provide modern amenities and accessibility.

Another project Aida Morales oversaw was establishing a rapid COVID-19 testing center on Roosevelt Island. The testing center, which opened in November 2020, provides free testing to residents and visitors, helping to control the spread of the virus on the island.

In addition to these projects, RIOC has implemented several initiatives to promote sustainability and community engagement on Roosevelt Island. For example, RIOC has installed solar panels on several buildings on the island, reducing energy costs and greenhouse gas emissions. RIOC has also sponsored various events and programs, such as the Roosevelt Island Fall for Arts Festival and the Roosevelt Island Youth Program, which provide opportunities for residents to participate in cultural and recreational activities.

The community and the media have recognized Morales and RIOC’s efforts. In 2020, RIOC was awarded the Environmental Excellence Award by the New York State Department of Environmental Conservation for its sustainability initiatives. The rapid testing center established under Morales’ leadership was also featured.
